<idAbs>This layer represents areas of consideration for MPCA environmental justice efforts. Our goal is to highlight regions where community members are disproportionately impacted by environmental issues. The data fields in this layer are a mix of American Community Survey (ACS) 5-year estimates and calculations performed by MPCA staff. Margins of error are not considered when determining potential areas of consideration.
As an attempt to highlight environmental justice areas, we show census tracts where the estimated percentage of the population that identify as people of color is 40% or greater, the estimated percentage of economically disadvantaged community members is 35% or greater, as well as the estimated percentage of the population that has limited English proficiency is 40% or greater. We also include language information for each census tract and highlight the top three estimated languages spoken by those who report that they do not speak English well.
Income Threshold:
The federal government defines poverty thresholds on an annual basis (https://www.census.gov/data/tables/time-series/demo/income-poverty/historical-poverty-thresholds.html ). For MPCA use, we show an income threshold at 2 times the federal poverty threshold. 2022:

2 x $27,750 = $55,500 (family of four)</idAbs>
<idPurp>This data was developed to identify locations that should be considered for MPCA environmental justice efforts. The MPCA defines environmental justice as the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies. This will be achieved when everyone benefits from the same degree of environmental protection and has equal access to the decision-making processes that contribute to a healthy environment. The MPCA is committed to this goal and integrating environmental justice principles into the work of the agency.</idPurp>

<measDesc>The boundaries in the TIGER/Line Shapefiles are for statistical data collection and tabulation purposes only, their depiction and designation for statistical purposes does not constitute a determination of jurisdictional authority or rights of ownership or entitlement and they are not legal land descriptions. Coordinates in the TIGER/Line shapefiles have six implied decimal places, but the positional accuracy of these coordinates is not as great as the six decimal places suggest.
In order to maintain a current geographic database from which to extract the TIGER/Line Shapefiles, the Census Bureau uses various internal and external processes to update the MAF/TIGER database. While it has made a reasonable and systematic attempt to gather the most recent information available about the features each file portrays, the Census Bureau cautions users that the files are no more complete than the source documents used in their compilation, the vintage of those source documents, and the translation of the information on those source documents.</measDesc>

<stepDesc>MPCA EJ criteria are calculated from data collected and distributed by the U.S. Census Bureau through the American Community Survey. Tabular data is downloaded from the Census Bureau's website (https://data.census.gov/advanced) for the most recent 5-year aggregation period. The EJ criteria are calculated and joined to the Census Tract spatial boundaries. The geometry represented in the ej_mpca_census dataset are copied from the version of the TIGER/Line Shapefile that coincides with the last year of the 5-year period of the ACS source data. </stepDesc>
