<idPurp>The Protected Undisturbed Lands layer stems from a project employing large scale analyses of land use history across South Dakota and Southwestern Minnesota. Understanding the quantity of undisturbed grasslands and woodlands in this region is useful for assessing and informing land use conversion rates, habitat quality, soil and water quality and impacts on watersheds, land conservation and protection priority areas, and individual land management practices, amongst other things. Furthermore, understanding the protection status, especially the quantity and location of protected undisturbed lands, is essential for developing future land protection and conservation strategies. Previous attempts at quantifying undisturbed or native lands are inadequate for one of two reasons. 1) They employ statistical assessment methods at a small scale, which may provide valid information at a landscape or regional level, but are not scaleable to individual tracts of land. 2) They are based on assessments of native ground that occur on individual sites using ground surveys and other such tools, which are highly accurate for the sites surveyed, but may not cover all sites in an area, especially if undisturbed land is highly degraded or fragmented, thus they are not effectively scaleable to a landscape or region. The Potentially Undisturbed Lands project seeks to address both of these deficiencies by employing a landscape-wide deductive analysis approach at a scale resolution adequate for mapping individual tracts of land that show no apparent signs of prior or current disturbance. This protected lands layer further seeks to quantify and identify undisturbed lands that fall under some sort of permanent protection. </idPurp>
<idAbs>&lt;DIV STYLE="text-align:Left;"&gt;&lt;DIV&gt;&lt;DIV&gt;&lt;P&gt;&lt;SPAN&gt;The Protected Undisturbed Lands layer contains polygon features representing undisturbed lands that have a permanent protection status. It is a subset of the Potentially Undisturbed Lands layer (mn_pudl), and is created by intersecting the undisturbed lands layer with an aggregate layer of lands that are known to be permanently protected. Undisturbed land polygons were mapped at a scale of 1:8000 or greater over the entire Prairie Coteau and Lac qui Parle landscapes in Southwestern Minnesota. The project extent is defined by the layer: mn_pudl_cntyextent. Each polygon is classified as either undisturbed grassland or undisturbed woodland according to a rigorous, repeatable, systematic protocol. The Undisturbed Protected Lands layer includes the following permanently protected lands: US Fish and Wildlife Service fee ownership lands (refuges and waterfowl protection areas) and grassland easements; MN Department of Natural Resources fee ownership lands and easements (parks, Wildlife Management Areas, Scientific and Natural Areas, Aquatic Management Areas, and Native Prairie Bank private lands); Nature Conservancy grassland preserves and easements; USDA Natural Resources Conservation Service Wetland Reserve Program easement acres; MN Board of Water and Soil Resources easements (Reinvest in MN, Conservation Reserve Enhancement Program, Permanent Wetland Preserve); Pipestone National Monument; Jeffers Petroglyphs State Historic Site; and Minnesota Land Trust easements.</statement>

<stepDesc>In order to identify potentially undisturbed land, a deductive analysis process is carried out. Through this process, a parcel of land may be removed from consideration if there exists any indicators that it has been disturbed, while any parcels that have no clear proof of disturbance are classified as potentially undisturbed. Mapping technicians, working at a scale of 1:8000, analyze base layers including 2013 NAIP Aerial Imagery and 2013 Common Land Unit Data. The CLU data is symbolized to show which fields have a cropping or tillage history indicator. Parcels without this indicator are further analyzed with the NAIP Aerial Imagery to determine if there are any other visually apparent signs of disturbance, viz: tillage or cropping that was not recorded with the Farm Service Agency, gravel pits and other industrial disturbance, housing developments and other residential disturbance, cities and towns, roadways and railways, farm sites, and planted trees for windbreaks or soil/water conservation. Any land that contains none of these disturbance indicators is classified as undisturbed and digitized using ArcMap editing functions with snapping enabled.</stepDesc>
<stepRat>A scale of 1:8000 was utilized in order to view an entire section (one square mile) of land when projected on-screen. Mapping at larger scales, up to ten times greater (1:800), was allowed when a smaller scale prohibited snapping or interpretation of source data.
CLU data was established in 1998 but contains land use data stretching back to the beginning of the Soil Bank program in 1956, and likely even earlier. Two different fields in the CLU dataset may contain indicators that a field has been cropland: the CLU Classification Code and the 3-CM Cropland Indicator. However, the latter cropland indicator is the focus of this project as it is designed to record any past cropping history, whereas the former indicator is designed to indicate only the most recently recorded land use. Since the 3-CM Cropland Indicator is intended to track cropland for eligibility in FSA programs, this indicator may change from cropped to non-cropped in certain instances where the tract is permanently taken out of possible future production. This may include residential, industrial, or farm site expansion, as well as permanent protection for wildlife habitat in the case of public hunting lands and certain conservation easements.
2013 was chosen as the static temporal extent since this is the most recent year, at time of data creation, when CLU and NAIP Aerial Imagery data coincides.
Available NAIP Aerial Imagery ranging from 2003-2010 was not considered in this mapping process because it was assumed that any disturbance visibly apparent in those years would be cumulatively still apparent in the most recent imagery. In isolated cases, such as TNC's Red Rock Prairie Preserve in Cottonwood County, MN, tillage occurring in 2003-04 but subsequently restored to grassland was no longer apparent in 2013 as disturbed. Overall, such cases were deemed insignificant or correctable with additional data. However, future refinement of this dataset may take these other imagery years into account.</stepRat>

<stepDesc>Potentially undisturbed land polygons created by mapping technicians are differentiated using split polygon, autocomplete polygon, or basic editing tools in order to classify potentially undisturbed land as either undisturbed grassland or undisturbed woodland. This classification is carried out using 2013 aerial imagery in order to identify closed-canopy woodlands. Any tract appearing to be an oak savanna or eastern hardwood remnant forest with a visible canopy cover greater than 25% is classified as undisturbed woodland.</stepDesc>
<stepRat>Classification of potentially undisturbed woodland is intended to capture remnant oak savanna and eastern hardwood forests, which typically occur in wooded ravines, glacial hills, and river valleys, as well as along lake shores and other watercourses. In the Northeastern portion of Swift County, native pastures invaded by Eastern Redcedar are also classified as undisturbed woodland. Trees planted for soil/water/habitat conservation or as farm shelterbelts and groves are not mapped as undisturbed. Often, trees growing in and around small wetlands are classified as undisturbed woodlands, which may include willow brush or cottonwood stands. Sometimes, it is difficult to discern whether or not trees classified as potentially undisturbed woodland are planted or natural, especially in the case of farmsteads adjacent to wooded riparian areas or old tree claim plantings near wetlands with no adjacent farmstead. Since no measurements were taken on actual canopy cover, the commission and omission of woodlands is often a subjective judgment made by the mapping technician. The mapping of the woodland-grassland classification may have a precision of +/- 2.2 - 22.5 meters, depending on which scale it was mapped at, which is acceptable due to the oftentimes ecotonal nature of these areas.</stepRat>

<stepDesc>Agency-specific data was obtained from the US Fish &amp; Wildlife Service, MN Department of Natural Resources, and The Nature Conservancy in order to assess land use history and disturbance on lands owned and/or managed by these entities. Each dataset is symbolized to indicate the type of vegetation cover and/or land management activity. Generally, land categories are classified as either disturbed or undisturbed/ambiguous. The disturbed category includes such classes as: cropland, food plots, planted/seeded/restored grass, cultivated/planted trees &amp; shrubs, artificial/impervious surfaces, roadways/railways, exposed earth, gravel/sand pits, quarries, close grown/cultivated vegetation, developed areas, old fields, and campgrounds/golf courses/historic areas/picnic areas/etc.
Undisturbed and otherwise ambiguous classes include: native/remnant grasslands/prairies, natural plant communities, forests/woodlands/shrublands, open/non-developed, unclassified, wetlands, young forests, hayfields, pastures, introduced grass, and non-native dominated grasslands/wetlands. It is important to note that many of these ambiguous classes are classified as undisturbed unless aerial photography or CLU data confirms disturbance.
When data indicates disturbance, mapping technicians use cut and reshape polygon tools to remove tracts with confirmed disturbance from the undisturbed lands layer.</stepDesc>
<stepRat>Lands categorized as restored grass are assumed to have been formerly cropped or otherwise disturbed, unless attribute data indicated otherwise. Generally, a distinction is made between restored and enhanced grasslands, the latter of which could be classified as undisturbed.
Using this data is necessary because CLU data is treated differently with lands that are permanently protected by a public or non-profit conservation entity, or through conservation easements (collectively referred to as 'conservation lands'). Sometimes CLU data does not exist for these conservation lands, or the cropland indicator for a field in a tract of conservation land may change from cropped to non-cropped. The former case may occur if the tract was never enrolled in an FSA program before becoming a conservation land, or else if it was removed from the CLU record altogether when it was protected. The latter case may occur when a field is permanently protected and removed from possible future cropland production, as is the case with some conservation easement parcels.
It is important to note that permanently protected lands are inconsistently represented in CLU records overall. Some conservation lands have partial or complete CLU records that coincide with the land cover/land use data. Other times, CLU records exist for conservation lands and refine the land cover/land use data. More often, there is no CLU record for these lands and other data must be used entirely. This variability seems to vary by county FSA office and even between individual conservation lands within the same area.
It is also important to note that private land conservation easements held by the US Fish and Wildlife Service and the MN Board of Water and Soil Resources are often changed from cropped to non-cropped by FSA offices if the easement restricts future tillage. Some land use history data does exist for FWS easements, but is overall very incomplete, and CLU data for FWS and BWSR easement lands are usually inconsistent. Thus many FWS and BWSR grassland easements may be incorrectly classified as undisturbed until more refining data is reviewed.</stepRat>

<stepDesc>Several steps were completed to ensure proper topology and remove slivers, both throughout the mapping process and during final geoprocessing. During the mapping process, technicians ensured that no polygons smaller than 100 square meters (about 0.025 acres) were created. After final reviews were completed for each county in the project extent area, any remaining slivers of undisturbed land polygons overlapping CLU cropland polygons were rectified using the Erase tool. Finally, topology was validated to rectify any overlapping undisturbed land polygons and apply a cluster tolerance of 2.2 meters, which further removed extremely narrow slivers. Additionally, an intersection using the Union tool was made with the Minnesota ECS subsection boundary in order to accurately populate the Landscape field.</stepDesc>

<stepDesc>During the initial mapping process, lakes, ponds, rivers, and wetlands are all included in the undisturbed layer unless some form of disturbance is apparent. In the case of larger water bodies with multiple land types surrounding the shoreline, polygons in the undisturbed layer are simply drawn to the middle of the water body in order to eliminate the need to trace the apparent shoreline. After reviewing data, all lakes in the MN DNR Public Waters Basin Delineations greater than 40 acres are removed from the undisturbed layer using the Erase geoprocessing tool. In this manner, an accurate shoreline for larger water bodies is achieved. Additional slivers created during this process step are eliminated according to the procedure described in the Conceptual Consistency Report.</stepDesc>
<stepRat>Water bodies less than 40 acres as defined by the Public Waters Basin Delineation are retained in the final undisturbed layer. These smaller water bodies were not removed because, although water bodies are not grassland or woodland per se, they are essentially a part of the functioning landscape, especially in larger blocks of undisturbed land. Larger water bodies, on the other hand, may artificially inflate the amount of undisturbed land if retained in the final layer. Furthermore, we were not satisfied with the omission or commission of smaller water bodies in the Public Waters dataset, so a conservative standard size of 40 acres (1/16 square mile) was chosen for water bodies to remove. Even though only 42% of the individual Public Waters Basin water bodies falling in the project extent are greater than 40 acres, this still represents 89% of the water surface area in the same project extent.
Even then, some larger 'water bodies' have been removed that likely should remain in the undisturbed grassland classification, such as the 'lake' in the Lower Antelope Valley WMA in Yellow Medicine County. Likewise, Marsh Lake in the Big Stone NWR was not included in the public waters layer when it likely should have been removed from the Potentially Undisturbed layer. Regardless, the Public Waters Basin Delineations have been accepted as measured geometric data, thus no editing or commission/omission decisions beyond the 40 acres threshold have been performed on the water bodies layer.</stepRat>

TNC and MNDNR easements), aggregating protected land data into a single layer with no identifying information is crucial for protecting both the sensitivity of this data and the permission to obtain it from the originating entities for use in this analysis. Removing all identifying attributes and dissolving coincident or adjacent polygons together, where applicable, prevents identification of individual tracts. In this manner, it is still possible to determine the amount of total protected land that is either disturbed or undisturbed, which is the primary intent. Determining the amount of disturbed or undisturbed land in each ownership/protection category would be a beneficial statistic, but protecting landowner information is prioritized in this case. </stepRat>

<evalMethDesc>During the potentially undisturbed lands mapping process, no polygons with an area less than 100 square meters (about 0.025 acres) were created. Any sliver with a cluster tolerance below 2.2 meters was removed and overlapping polygons were rectified during validation of topology rules, which occurred after initial polygon creation was complete but prior to removing Public Waters Basin Delineations. Removing the water body geometry created nearly 800 new slivers (totaling less than 3 acres), so several additional steps were taken to eliminate these while preserving shoreline geometry. First, after converting multipart features to single part features, any sliver less than 0.025 acres was merged with an adjacent polygon, if any existed, using the Eliminate geoprocessing tool. Any remaining slivers less than .01 acres were then removed manually. Topology rules were not evaluated again in order to preserve water body shorelines as defined by the Public Waters layer. When combining cadastral/boundary data to create the permanent protection layer, an xy tolerance of 2.2 meters was used during geoprocessing. No further topological alterations or validation occurred during or after the intersection of permanently protected lands with potentially undisturbed lands, in order to preserve boundary geometry. However, over 2210 slivers less than 100 square meters were created during this intersection, so any slivers less than .01 acres were again manually removed using a query of polygon area.</evalMethDesc>

<measDesc>Data are complete for the entire project extent area and each section (1 square mile) in this area was analyzed and reviewed independently by two qualified mapping technicians. All counties in this area are complete except for portions of Yellow Medicine, Lyon, and Redwood that fall outside of the project extent. Commission and omission error rates are not assessible for the data since all data within the entire project extent was completely analyzed and reviewed. Furthermore, after analysis and review, a series of random points was established within the project extent for review with the project coordinator. The only possible sources of error come from incomplete or incorrect source data, or incorrect interpretation of ambiguous source data by mapping technicians. These possible deficiencies will be addressed as more refined data is acquired in future dataset updates.</measDesc>
<evalMethDesc>In addition to the complete independent analysis and review completed by mapping technicians, a series of 36 random points were established within the project extent (16 for the Lac qui Parle region and 20 for the Prairie Coteau landscape), which were evaluated by both technicians and the project coordinator to assess accuracy of mapping and source data interpretation. This test initially indicated that Big Stone, Yellow Medicine, and Lincoln Counties did not satisfy data quality standards and these counties were subsequently reevaluated in their entirety.</evalMethDesc>
